Why is this a fixed fee instead of per mile?

Easier to roll out, is my guess.
Obviously not an extra gas fee since it isn't even per-mile. Reeks of incompetence.
I use Uber and UE a lot, and my partner’s done some UE work. In my experience, Uber’s decisions which kinda seem like incompetence end up looking more like highly calculated manipulations.
What calculated manipulation would lead to this policy?
Should have just made tiers and buckets per mile or time. At least for the ride share side.

I have been using Uber_and UE daily for the last few months. My 40 min ride is not the same as my one mile food delivery.

One is a car, the other is a moped. The uber eats side will come out far better off in terms of fee generation.

Also, I do not see this going away. In fact I see the opposite happening.
