There must be a way for the life's work of this man to live on, given its importance to his community.
It's not clear from the article how much of the source code still exists. It sounds like it's still somewhere.
If so, there must be a graceful way either to open-source it in his memory, to deed it to an appropriate foundation, or even to start a small software company with some kind of profit sharing structure.
It would be a shame if it were lost entirely, simply because the stakeholders were unable to coordinate.
Realistically, the best option is probably to open-source it as-is. The program itself will compensate the developers who modernize it.
