You are describing a project manager. I would search for free-lance project managers. They love spreadsheets, outlook, sharepoint, and they really like to talk.
But can they pass muster with HR for a developer gig? I can pass their coding test for them, but will they ever even get one without some sort of degree or other that makes them look like a fit for the role? That's why I was thinking bad developer.
