It kind of goes to show that without knowing what to do, people just tend to do what they know -- even in drastically different circumstances. These forms are really intended for moving out of one country into another semantically.

These guys were clearly not even close to doing that, yet to ensure some kind of paperwork was processed this is what they ended up with.
