No, he did not read the manual to something that could be life threatening if used incorrectly otherwise he would have known that the action he took would put the scooter in reverse. It even displays it on the screen so he did not read the manual, did not look at the instruments and did not turn the scooter off despite not riding it. It's on him.

This part did make me laugh though:

"That reverse mode activation when you accelerate is a potential killer."

"I seriously couldn't muster enough courage to ride the scooter again. I sold it to my cousin."

Guess he's not keen on his cousin.
