Some of the negative reactions to that issue might be because they didn't appreciate being tagged. I'd guess that most are because they're brainwashed to believe that Russia is saving the day.
Maybe they already know that and just don’t like being spammed on GitHub by some hypocrites.

Users on GitHub are probably among the least likely to buy into Putins propaganda anyway so I can’t see the utility in this besides some self image and ego inflation for the people behind this.

The vest majority of tech specialists in Russia don't believe the propaganda. The real problem is, many don't care about the news at all, just like Chinese.
My question is: why this is the first time that anyone is ever spamming like this? This is a really effective method and there are a lot more useful ways that this could be used.
I Google translated some random comments and saw calls to ban Ukrainian ips from GitHub.
Because the people who would decide to actually reply there are likely either annoyed, trolls or idiots as it looks like obvious flamebait. In no way this helps to resolve any actual problems in any meaningful ways.
Why do people share their location on Github? What functionality do they gain? How does it help them write or share software?
