While the points are all insightful wrt to changing tech and culture,
it's a force design being suggested in 2020 aimed at 2030 lamenting
the archaic theatre of 2010. Maybe these big grand-vision projects are
themselves a strategic risk as wars seem more about adapting to the
conditions found at the time.
Wars are about adapting to the conditions, and will continue to be.
But you go into the war with some initial set of gear and tactics, which are the starting point from which you adapt. That initial set can be more or less suitable for the war you find yourself in. There is sound wisdom in using the time before the war to try to come up with a more useful initial set.
