Vanguard themselves don't have a vote. It's proxy vote through those who actually own it. Most people don't vote, and even if they did? Probably would end up siding with Musk. Twitter wasn't defended, it seems they wanted out of the game or they cashed out a little too much? I would be surprised if it doesn't work.
Assuming Elon does what he says, that this is about free speech. This is going to be fantastic for human society. This might arguably end up being the thing that brings society together talking again to each other. Providing for tremendous benefits.

Twitter shutting down would be a pretty good way of starting down that path. Instead, it’s being taken over by someone who loves (and profits greatly from) controversial Tweet storms.
