NPR's headline isn't really descriptive. A library makes books available for free by definition.
What the New York public library is doing is to temporarily make some "banned" titles available through an app. And they are doing it for literally just 4 books, with only one of them available to children under the age of 13. [1]
Of course, the real banned books are the ones which are unlikely to be included in an initiative like this.
