Although I share your anti-censorship sentiment, but I think you probably have an overly idealistic view on how book selection for public libraries works.
It's easy to make a long list of non-obscure books which you can be almost certain you won't find in your local public library.
FWIW, my own doesn't even have a subscription to a non-abridged version of a good online dictionary, but they have all of the books by Ibram X. Kendi (and multiple copies of some).

Yeah, we know, the Post is overwhelmed by the fact that the board of a public library in a very Republican county is mostly Republican.
And the fact that it's 100% female is exempt from being overwhelming, apparently.
