I think the solution here is that the default is no charger, but if you want one, they have to give you one for free.

This one is actually easy: just offer the customers 2 options, 1 a full box included charger with higher price and 2 a lite box without charger and lower price.

Forecast the demand for each option is a bit intimidating, but if Apple is right, most people would choose the lite version. No law can forbid the customers’ choice.

No that is illegal. The law specifically says you can’t offer a product that requires another product in order to be useful.

The charger has to be included for free. They can ask the customer to decline taking the charger but they can’t have it unavailable.
