You don't need a gun when you can create a shotgun like effect covering 15-20m.

Because they aren't. A direct war between the US and Russia would rapidly escalate to nuclear, which is a kind of war that can't be won because of mutual destruction. They could fight each other indirectly in Ukraine, but I wouldn't expect any direct confrontation by their regular armies.
