The article poorly reports the context: Argentina is a corrupt country at all levels and the government and state are screwing employees and companies. The tech sector is more sophisticated and have ways to deal with this moving to new jurisdictions or evading controls but the phenomenom goes beyond tech. International companies are moving out from Argentina except the ones which doesn't have another option.
