Doe Bans General Service Lamps with Efficiencies Less Than 45 Lumens/Watt (www1.eere.energy.gov)

Are halogen lamps fit that limit? Or they are going to be selled as heaters / infrared emitters? I so love their light tbh and my friend uses that lamps in hand-made IR soldering station.
