I'm looking for a task app for android which can do this?

Sync tasks from local storage to Dropbox in a text format.

I have various issues with Google Keep and Dropbox Paper.

You could use Joplin and make a ToDo list in Markdown format and select Dropbox as the backup/sync service within it.

Thanks, Joplin may be just what I was looking for. Trying it now. I wanted the speed of local storage with remote sync. Dropbox Paper slow response times suggests to me a lot is going on remotely.
