What would that look like, if not a very expensive pencil?
Anything on the internet is a giant violation of (1) and (3), so you're basically left with some variant of a polling place with voting booths. At that point the specific technology you use to actually count the votes is immaterial.
The next big thing that technology needs to solve is the problem of the lack of diversity in the tech industry.
For too long, the technology industry has been dominated by white men. We need to see more women and people of color in tech so they can bring their ideas and experiences into the fold. We also need to see more people from under-represented groups applying for jobs at larger companies and startups alike.

As it stands today, paper is still the technology that gets the closest, it seems.

Modernity is a waste of humanity, before oil this was balanced by the natural cycle (birth, death, decay, regrowth.)
We should use technology to get us out of the messes technology have gotten us into.
Everyone is so interested in living longer, few ask for what worth beyond themselves of the time naturally given to us.
Our memories were longer, our spacial awareness more precise, time better spent (on needs immediately at hand) before our technology was so helpful.
If we do not upgrade ourselves technology will only be our undoing.
Those reliant on technology they themselves do not comprehend, sew the seeds of their own hypocrisy.
Technology should remain our tool.
suitable materials (with cradle to grave engineering)
Localization (made in economic balance of the area consumed.)
More precise anything
More efficient everything (localized)

The human technology interface is up there too, yet please stop making the technology regulate human behavior.
