I get the feeling this is not meant to be implemented. It's a gesture
that has political value only. The UK can say "We blocked these
Russian sites". The author is taking it at face value as a technical
prospect. So long as ISPs nod along and say they are blocking some
Russian sites everybody will be happy, regardless of whether any
traffic is actually stopped.
Quite possibly, I found the blog post as a link from my ISP's post [1] about the topic and they seem to be doing the bare minimum that could be described as "reasonable". The fines seem pretty large for not complying, but I suspect all ISP's will do something similar to mine.
