Ask HN: At what point do you expect companies to failover cloud infra?

Google Cloud has been having a major outage for more than 10 hours now. Some products built on Google Cloud have been down that long, too. Considering the outage was only 1 region, at what point, if ever, should we expect the products built on Google Cloud to fail over to another region to mitigate impact?
