For what it's worth, what she was doing isn't inherently illegal, it's just that she didn't have a permit for it.
And that's probably because the number of permits is capped: someone decided NYC needs only so many street vendors, an assumption contradicted by the patrons of like 20,000 people making their living that way [2].
