My understanding is that control codes for every possible modifier key combination plus 'standard' US keyboard keys aren't all standardized. Is that correct?

Is that a situation that a project like this one could improve?

A lot of immature comments regarding Windows vs. Linux in the readme... kind of a turnoff to be honest.
