Haiti has been an independent country for 218 years.
While it's true that after independence neighbouring countries, including the US, did not want them to succeed, the reality of that Haiti's current situation is down to Haitians and therefore the future is also down to them.
That's not the only reason for Haiti's problems, but it's a big red flag. They were always poor, and what little money they did make got sent to France to pay off that centuries-old "debt".
It does no good to tell them to pull themselves up by their bootstraps. A lot of harm was done to them, and the poverty left them open to more dictatorial abuse. They're not just going to wake up tomorrow and fix centuries of abuse.
