What is the purpose behind https://open5g.com and https://www.athertonfiber.com ? Is it only for those with an Atherton address?

I live in Redwood City near the Atherton border, but it says I'm not eligible for their fiber service.

Yes. And if something organic blocks it, it means it likely does it through absorbing it rather than reflecting it.
