Reconfiguring servers will only take you a small part of the way. You have to understand where your costs are coming from and why. Then it's really about understanding your own system and business needs

Yup, but you need visibility, specially with categorisation (based on tags, environments, applications), trends and predictions.

Without this it's a tedious, suboptimal job.

True, and you get that with Google Cloud billing out of the box, just need to label the more granular things. This is how you decide what, and if, to optimize.

I would hope the other providers provide query capability in their billing portals.
