Ask HN: How to setup startup research interviews with executives

Hi Guys, I working on a startup that revolves around developer hiring. For this I want to conduct a survey with the Hiring Managers, CTOs and staff that is involved in the onboarding of Developers. In the begining I want to target the startups and small to mid sized companies. Can you please suggest what is the best way to approach these people?
