I would be interested to know more background on this one. Without more context it just looks like a FOSS disagreement.

Strcat has a long history of these disputes. Most recently he requested the AOSP Alliance also stop using "his" code.

I thought Graphene OS was open source... what am I missing here? Why is he so torqued off about use of his code going back into the AOSProject?

This has not been presented with sufficient context. The conversation that lead to his took place in this issue: https://github.com/bromite/bromite/pull/2102. And even that is not sufficient context to understand Daniel Micay's motives. Make of it, what you will.
