COL Jacques Baud is former Swiss military intelligence, and worked several years for the UN and NATO in Africa and Ukraine. In the Ukraine, he monitored flow of weapons into Donbas and advised in management of Ukrainian forces. He has written several books on politics and military intelligence.[1]
I'm not sure what to make of him. He undeniably has considerable relevant experience, but he sometimes sounds a bit credulous. He gave this[2] interview in English in which he details some of his personal experiences.
This so called "French intelligence research center" is essentially the work of only one, pro-Russian person.
In February 2022, a few days before the start of the invasion, he claimed that “American spin doctors” have “staged a Russian threat and aggression that does not exist”
The person you are referring to, Éric Denécé, appears to be something of a conspiracy theorist. What I have seen from him directly hasn't been impressive. The site hosts articles from several authors and it's not clear how closely associated they are with his think tank. Jacques Baud doesn't appear to be part of his inner circle.
