I'm still on Mojave, but I've found that `sudo killall -9 coreaudiod` when something weird is happening with sound fixes things. For me it is normally that sound doesn't play, though.

    sudo launchctl kickstart -kp system/com.apple.audio.coreaudiod

I just assumed this was yet another attempt by google to sabotage the competition.
