gitea - https://gitea.io Gitlab is better, so far. Gitea is massively easier on the resource consumption.

Azure DevOps. It's a terrible name and kind of a weird marriage of Jira and Github Enterprise, but the solid integration between work items, PRs, and CI has grown on me since I've been forced to use it. There's a managed option, but you can self-hosted, too.

Very fast and lightweight, doesn't require JavaScript, uses e-mail instead of non-standard communication methods and has many useful features.
