High demand raises the price
ETIAS has been on the horizon for quite some time.

This is likely only for reciprocity with ESTA.

If it would be just reciprocity it would be for US citizens only.
Why does this apply to the UK?

I can understand why the US needs as payback for their ESTA scheme. However the UK does not have a scheme similar to ESTA post Brexit than applies for EU citizens.

Setting something like this up for the UK seems pointless and petty.

Plus there is the issue of the land border between Northern Ireland (UK) and Ireland (EU).

Why wouldnt it? It is not part of the Schengen area anymore, right?
It never was part of it, like Ireland.
I heard that UK develops its own charging system for visa-free visitors, so I guess parity will be reinstalled soon
It applies to all countries that enjoy visa-free travel with the EU. The UK is one of them so it applies to the UK.

The UK is simply treated the same as everyone else. Nothing petty there.

I expect there will be an exception for Irish and British citizens who travel between the UK and Ireland because of the Common Travel Area.

UK isn't member of EU anymore. Thus no special relationships. And EU mostly believes treating everyone else equally outside those with special rights and usually these special rights are in blocks.
These are done as many countries have agreements that they won't charge the others citizens visa fees and allow them to obtain a visa on arrival.

So then this was introduced but "not a visa" as a way to check people _before_ they get on a plane.

It's a hack basically.

Right… so by that definition US (and Canada) was already the old new USSR? Since this scheme is basically identical to ESTA.
That actually makes a lot of sense
