China has probably figured out how to do it: make deals with US companies just long enough for the CEO/Execs to cash out options for the deals, and then they don't care if the technology has been stolen.
In most 4x games with technology mechanics, stealing technologies is among the most egregious diplomatic offenses, often worse than taking large cities or territories.
The US ... doesn't care because the ultra rich made money.

Your paradigm is boxing you in. Nobody really cares about Monsantos losing custody of something smaller than a pea. Although as a nation of laws we should support the law, even if the one being harmed is personally distasteful. The crisis being demonstrated with that example isn't a mega-corp losing patent royalties, but it is showing the outrageous extremes the Chinese will ascend to in their pursuit of power.
The sheer scale of effort needed to bring a man from Beijing to steal planted seeds in the Midwest is gargantuan and specific, and it's a part of a massively coordinated effort. It's hard to comprehend the scale. The amount of effort the US is exerting to save Ukraine is probably smaller than the effort expended by Beijing to steal American secrets.
