I genuinely wonder if this has anything to do with China not having to deal with loud people on twitter. What I mean is that the politicians in the USA regularly require things from the military based on political points and virtue signaling since the military is easily under their control. China on the other had is free to do what is most effective regardless of what is the "in" thing politically.
