SpaceX finally achieves ‘complete coverage of Earth’ with Starlink polar launch (independent.co.uk)

This is the first (of ~10) dedicated launches into polar orbits, and it will take several months for the satellites to reach their operational altitude, so "complete coverage" is nowhere near achieved. See:
