Couldn't read the article because of the paywall (maybe the submitter can provide a non-paywalled link), but what I found interesting it's going to be done using manual labor. Because of the sanctions they can't import machines to automate the process, so they'll hire people to manually cut the chips, re-program them and put them in new cards.
