Raise wages. That will send the proper signals to the labor market.
Big difference between 'digital skills' and 'tech talent'. Call me cynical, but I'm gonna take a wild guess and suggest that employers are looking for tech-savvy people at minimum wage.
In the USA, the tech giants logic goes like this: * Through ridiculous HR policies, they push out older tech workers who are experienced and more likely to push back against 70+ hour work weeks. * Hire a huge number of H1b and L1OPT foreign workers at bargain rates who often require additional training to replace the workers they push out but are willing to spend their entire lives glued to the screen. * Claim America needs to educate more STEM workers so they can continue to turn and burn through employees.

The problem is that the tech giants have succeeded in capturing Congress and other federal agencies. The Federal Government should have broken up these monopolies a long time ago.
