I still remember seeing the Pittsburgh zoo lose power during a hot summer years ago -- every tank in the aquarium fogged at a dinner being hosted there that night. It's been over ten years, but the midwest in general has not planned well for coming changes even with a long stretch of democratic control of the executive branch.
I thinl it's fair to say 'nobody is prepared'. As we've collectively demonstrated with Covid-19, we are unable or unwilling to pre-plan for catastrophes - we need to have them happen and then scramble. Might have to focus on getting better at scrambling, because mitigating is something we are not going to do
