Is unfinished PhD worse than no PhD studies at all? On CV

I have found myself in a bit of a non-standard situation. Without going into details, is an unfinished PhD considered a "bad sign" on a CV? If having the choice between two different CVs, with literally all qualifications equal, except for an additional "unfinished PhD" line, will the CV without the unfinished PhD be seen as more favourable as the unfinished PhD signals a "failure"?

It probably depends on the person. I'm not sure I'd want to work with people who see it as a negative, unless you're applying for a position where a PhD is required.

You could try rewording: "unfinished PhD" seems a bit harsh compared to say, "PhD studies (incomplete)."

If you're asked to explain, just eschew any shame and be confident:

"It wasn't a good fit for my life at the time, and after changing course I'm much happier. Nevertheless, it was a rewarding experience and I'd do it again."

Something like that, if applicable.

To me, someone who endeavors to attain a higher form of themselves and fails is much more valuable than someone who never tried in the first place.

In my limited experience in chemistry, “abd” (all but dissertation) was at best an “eh”. It let to questions about why people didn’t finish, problems with the boss or lack of interest? This might not occur so much now but at least be alert for it.
I have worked in places where a Masters from a top school, like MIT for instance, was a bad sign. It was seen as a booby prize for someone who couldn't cut the PhD program.
I've worked with a MIT grad; smarter than then entire organization COMBINED imho....
