To save everyone the mystery: it's an article about Georgism, which is:

the single tax movement. An economic ideology holding that, although people should own the value they produce themselves, the economic rent derived from land—including from all natural resources, the commons, and urban locations—should belong equally to all members of society.

In many policy discussions on Twitter I see the stock reply “Land value tax solves this.”

Surprisingly often, it does. Unfortunately doesn’t solve the problem of clickbait headlines!
