I don't think the performance is all that important. It is a stock industry part. The things to watch are how the rest of GCP supports it.
Unless we are talking about M2, an Arm part isn't going to take the performance crown. Arm instances are a way to legitimize the discounts customers should be seeing anyway. Dollar-cost to run a workload.
