Yes, it's CNBC's error (probably the proofreader's). The original sentence probably would be:

I do get that the author might want to highlight the drop but it feels ungrammatical to me. Personally, I would simply write it as:

> Intel said on Thursday that its disappointing report reflected execution issues and dropped its forecast for full-year earnings per share from $3.60 to $2.30.

Wow, that makes no sense.
