Ask HN: Is AWS having capacity issues?

I'm trying to launch an instance in AWS. I'm getting "Failed to start the instance i-xxxxxxxx Insufficient capacity." When I try to launch an instance from an AMI, all of the instance types are grayed out. This is happening in both us-east-1 and us-east-2.

Anyone else having the same problem?
