Those loans were issued with "forgivable" in the terms initially; and congresscritters of both parties took advantage of that program.

The terms of Student loans included them being not forgivable even in bankruptcy, didn't they?

Doesn't seem terribly equivalent.

Student loans were forgivable through bankruptcy until the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005. In 1976 there were some limitations put in place for the first 5 years, but student loans not ever being forgivable in bankruptcy is relatively recent.
