In a world where "crypto" wasn't just an outright scam and was just an industry that was going through a down-cycle, this would make a lot of sense. I think this logic is just being naively applied by people who can't understand the fundamentals of the underlying tech (ie that it's worthless), or are hoping that it ends up like Twitter where by talking about it enough people will start doing something with it (although even Twitter is not an outright scam, the only reason you'd ever get crypto adoption is by making it a mandatory part of something that actually generated value)
