iOS 16 is also available as of today
In my experience, as of today, iPhone SE 2020, I was only offered the 15.7 update initially and only after installing it offered the opportunity to update to 16.0.
Are you sure the upgrade to 16 wasn't in smaller print at the bottom? I just checked mine, and it was showing 15.7 upfront and center, but at the bottom there was a line saying "Upgrade to iOS 16", right below "Also Available" header.

The way I understand the logic behind this UI is that it shows the next direct update front and center, and if there is a subsequent major one, it shows that update at the bottom in a smaller single-line entry. If there are no updates between your current version and the major one, it shows the major one front and center as expected.

I just pressed the iOS16 one, completely ignoring the front and center 15.7 update.

It is possible you are correct and that the 16.0 notice was below the screen and I failed to pull up. I can't confirm or deny it at this point without putting more effort into it than I care to.
I wouldn't recommend a new OS as a way to mitigate security bugs. Apple's x.0 releases always include hundreds of regressions.
