i used to live where there was a bike patrol. these were plainclothes on bicycles, pedaling a street beat, looking for petty crime, bike theft being a major item in that basket.

it became effective after addressing an operational detail.
they were patrolling on 30$ pawn shop junkers and wearing 300$ + clothing.
it was suggested that they try to look more like the surroundings.
go to bargain basement and buy 3$ worth of clothing, go get a 1000$ + bike.
then you wont be instantly made as plainclothes.
