Five new transforms:
[1] RandomCropFromBorders - Crops image based on indents from image borders.
[2] BBoxSafeRandomCrop - Crops image without loss of boxes.
[3] Spatter - Simulates corruption which can occlude a lens in the form of rain or mud.
[4] Defocus - Imitates lens defocusing.
[5] ZoomBlur - Imitates lens blur on zooming.
Numerous improvements and bugfixes including added support for bounding boxes for GridDistortion, ElasticTransform, and OpticalDistortion.
