I've moved to the msys2-mingw package of Emacs 28.2 on Windows, and everything is much easier. pdf-tools-server? Automatically built on installation of the pdf-tools package. GnuTLS? It's just there. And so on and so on.
I'm using it just as the "normal" Windows Emacs, not in the msys2 shell.
