Russia is a "Level 4 - Do Not Travel" - the same as Afghanistan, ..., Iraq, ..., Libya, ...Sudan, ..., Yemen, and other bastions of domestic tranquility, human rights, and/or universal love for the U.S.A.
Though it looks like Russia was moved to Level 4 in mid-August, if not earlier. This new announcement may be a higher "GTFO now, you d*mn idiots!" level of warning. Or just repeating the earlier Advisory with some extra editorial emphasis.
