This is like the flood-plane construction along the Mississippi - at some point, the insurers of last resort pull out or run out of money to rebuild. I thought private insurers keep leaving Florida, leaving state and federal agencies. At some point, that will start being a political problem. What then? Wish people luck?
You can have a "you can't rebuild" insurance appear - where you get insurance on your property that will let you move and rebuild elsewhere, but once the structure is damaged, it will be torn down and left fallow.

If done correctly and over time, you can move entire communities away from the danger.

Sound like a good idea. Do you know if that exist in any extent?
Only ones I know of were two-prong - insurance company would insure but the state/city forbid rebuilding. I don't know if there are any examples of a coordinated effort.
