If something is inappropriate or commercial spam, report it and Dang will remove it pretty quickly. If something doesn't interest you, skip it and read something else. These two options cover all contingencies. Why the need for a downvote button?
I agree. I think a “watch it” flag could be more useful than a downvote.
Most comments are useful in one way or another, even if they are disagreeable. It’s rare to really see anything terribly egregious—-but then again, it’s hard to know how much is going on behind the scenes to stop that from happening.
Showing up/down votes as on Stack Overflow could be informative, so long as comments remain visible regardless. The HN mechanism of disappearing downvoted comments has always seemed rather childish to me.

I generally do not like the Idea if giving a feedback (+ or -) without saying why. It is too cheap, and often leads to miss-/ab-use
