It is better to hire someone who has connections and can negotiate for your company.
I would rather hire someone with connections and give them that 1 million as a budget.
From experience, side deals are better than retail prices.

Honestly, if you don’t have million dollar contract with companies like Nvidia, Samsung, Qualcomm. It is a waste of time.
